Is there is such a thing as an animal bill of rights? Well there is a Universal Declaration on Animal Rights. A Bill of Rights should be a document that prepares the way for a law on animal rights. In the UK it is the Human Rights Act 1998 (c. 42), which is largely taken from European law.
I don't know of a bill on animal rights but if there was such a bill it may be based on the Universal Declaration referred to above. There is probably no need for one to be honest because it is more direct to simply enact animal welfare law and there are some good examples of animal welfare law in the world.
