After years of debate the Minnesota legislature has enacted a new law that helps to protect the welfare of cats and dogs at commercial breeding establishments. The law creates a licensing and inspection regime.
Under the law a commercial breeder is defined as:
- someone who has an interest in the ownership of animals (presumed to mean owns animals or a share of ownership)
- someone who is engaged in the business of breeding animals for sale (for money or exchange)
- some who possesses 10 or more adult unneutered animals and:
- these animals produce more than 5 litters per year.
Once a person qualifies as a breeder they must register with the Board of Animal Health between July 1st 2014 and June 30th 2015. Each facility has to be registered.
After July 1st 2015 licenses must be reapplied for annually. Please check the law yourself. This post simply flags up the change.
Update: the law took effect Tuesday, July 1, 2014
